二、             骆克与英国违约占领九龙城 

1898年6月的中央《展拓香港界址专条》明文记载：“所有现在九龙城内驻扎之中国官员，仍可在城内各司其事，惟不得与保卫香港之武备有所妨碍”("It is at the same time agreed that within the city of  Kowloon the Chinese officials now stationed there shall continue to exercise jurisdiction except so far as may be inconsistent with the military requirements for the defense of Hong Kong".)；中国“仍留附近九龙城原码头一区，以便中国兵商各船、渡艇任便往来停泊，且使城内官民任便行走”。（注：王铁崖编：前引书，第1册，第769页。）据此，1898年10月20日的英国枢密院令第4款确认：“现驻于九龙城内的中国官员仍可在城内行使管辖权，唯不得与保卫香港之武备有所妨碍”。（注：LHK 1964 ed.app.IV,pp.J1-2。）这证明中国政府保留
