4　存在的问题

    总体来说，美国图书馆员的认证制度是非常有益的，有助于提高图书馆的整体形象和图书馆行业的服务水平，但从美国的图书馆员职业资格认证来看，还存在以下问题：
  (1)美国图书馆员职业认证的机构是专业教育机构或专业团体，而不是政府机构，因此，缺乏强制性和足够的效力。各图书馆执行时更多的是贯彻一种职业规范和默契，因此，一定程度上降低了这种认证的影响力；
    (2)不同的州和不同类型的图书馆往往有自己的职业认证标准，没有全国统一的规范，造成对图书馆员职业素质要求的差异，也会妨碍人员的流动，难以体现图书馆员职业的整体形象；
    (3)过分追求图书馆学硕士学位将会影响具有多学科背景的人才（特别是技术人才）进入图书馆领域。学科背景对图书馆工作而言同样是非常需要的，但应要求参加某些课程和一定学时的培训。
    针对美国图书馆职业资格的发展以及存在的问题，我国在制订和实行职业资格认证体系时应注意这样几个问题：
    (1)认证标准应重视工作经验和专业技能，而不应仅仅依照学历的高低评判；
    (2)认证制度要充分考虑各种因素，如基本工作技能、工作经验、考试、相关学历等，是各种因素综合评判的结果；
    (3)应制订图书馆员职业整体认证体系，不同类型或地区在遵循总的原则下可以在实施上体现特点；
    (4)应重视制订考核标准，并根据实践的发展和变化及时修改认证标准；
    (5)制订一个宏观的指导策略，并将其纳入法律或政策体系中，使其具有一定的约束力。
