摘 要：铁勒是我国古代北方重要民族之一。唐代漠北铁勒诸部之地是唐王朝建置羁縻府州的重点地区，成为唐朝北部疆域的组成部分。贞观二十年，铁勒九姓十二部归降唐朝。同年十二月 ，诸部酋长亲赴长安城朝觐太宗皇帝，再次“乞置官司”。 贞观二十一年正月，唐廷正式创建漠北 地域羁縻府州，凡6都督府、7 州，共计13个行政单位。迄永徽三年（652）六月，增置2都督府、5 州 。通前共有8都督府、12州。永徽四年迄天宝十四年间，漠北铁勒诸部羁縻府州大多随部落各 自移迁，曾分布在陇右、关内和河东三道北部。

　　Abstract: The Tiele was one of the major ethnics in ancienttimes of our country . In the Tang Dynasty, the habitation of different Tiele tribes far in northernChina was the key area where the dynasty established the prefecture of Jimi, whi ch formed part of the northern territory of the Tang Dynasty. In the 20th year o f the imperial title of Zhenguan, the 12 tribes of 9 Tiele families surrenderedto the dynasty. In September of the same year, the sheiks of those tribes went p ersonally to Chang’an to have an audience with Emperor of Taizong and requestedagain to “send imperial governors” over there. In January of the 21st year, t he court of Tang officially established the prefecture of Jimi, which divided in to 6 governorates and 7 states, totaling 13 executive offices. By June in the 3r d year of the imperial title of Yonghui(652 AD), two more governorates and fivemore states were added, totaling 8 governorates and 12 states together with theformer ones. However, between the 4th year of Yonghui and the 14th year of Tianb ao, most executive offices of the prefecture of Jimi migrated along with their r espective Tiele tribes to the north of the circuits of Longyou, Guannei and Hedo ng.

　　铁勒是我国古代北方重要民族之一，曾是中国历史舞台上的重要角色。尤其是在唐代，漠北 铁勒诸部分布地是唐王朝建置羁縻府州的主要地区，成为唐朝北部疆域的组成部分。随着时 间与政局的变化，一些铁勒部落从漠北迁居漠南（后也有回迁漠北者），若干著名人物登上 唐帝国的政治舞台。那么，唐代铁勒族羁縻府州究竟何时创建？分布在什么地方？何时何因 发生过移徙和变化？对于这些问题，我们有必要进行系统的梳理和探讨。
