,especially from1911 to 1930,the banditry of Shandong province has alrendy been a serious social problem.As to the day –by –day rampant banditry, one of the measures that the folk society took to resist the bandits’invasion was to set up Militias.
On one hand ,the Militias played a positive role in helping the locial authority fight back and suppress the bandits.On the other hand, with the deterioration of the social environment, these Militias received double attacks from the bandits and the warland ,so they had to become bandits in order to survive.The militias’ changing into robbers was an important source of “bandit’s world” in Shandong province during the period of the Republic of China.
